Brief About Foundation for MSME Clusters
Established in June 2005, the Foundation for MSME Clusters (FMC) www.fmc.org.in specializes in the promotion of MSMEs through cluster and value chain led development. FMC was promoted as a Registered Public Charitable Trust with the technical support of a then UNIDO Cluster Development Programme, in June 2005. It is governed by a very eminent Board of Trustees from the Government, Banks, Academia, Donor institutions and NGOs, ably led Mr. Ajay Shankar, IAS (ex-Secretary Department of Industrial Policy & Promotion, Govt. of India). FMC undertakes all its operations in line with its vision and mission that are given as under:

Mission: Our mission is to “Assist institutions undertake effective and inclusive cluster based local area development in developing and transition economies. In India, FMC has worked with around 200 MSME clusters, undertaken studies/research in another 150 MSME clusters and worked with 250 Business Membership Organizations (BMOs) thus benefiting more than 100,000 MSMEs across different sectors and sizes. FMC and its experts have also provided training, handholding, and research on cluster development in 16 other countries across the globe.
JOB ROLE: Overview of the role: As Cluster Manager your main responsibilities are:
1. Anchor Institution Identification and Trust Building:
Identify and selection of anchor institutions from the outset and collaborate and develop linkages with support institutions
2. Diagnostic Mapping and Action Plan Formulation:
Conduct a comprehensive diagnostic mapping of the selected clusters and sub-sectors, identifying key players, pain points, sustainability issues, and thematic intervention points.
Formulate an Action Plan and log frame that directs the capacity development of clusters, ensuring long-term self-sustainability and growth.
3. Action Plan Implementation
Selection of relevant BDSPs in consultation with anchor Institutions for each activity and entering MoUs/ contracts with them
Responsible for inviting and ensuring participation of relevant support/ development institutions for each activity.
Preparation of activity reports for each intervention
4. Cluster Coordination Committee:
Establish and facilitate Cluster Coordination Committees in each cluster, comprising diverse stakeholders. Validate interventions and provide insights into the course of action.
5. Management Training Development:
Develop high-quality, affordable management training programs tailored for local MSMEs, empowering them with essential skills for sustainable growth.
6. Monitoring & Evaluation:
Regularly report on progress, emerging trends, and challenges through weekly, monthly, and quarterly reports.
Taking care of inspection by SIDBI or its authorised representatives to cluster/ project office
Preparation of case studies, success stories
Attending any review meetings, workshops organised by SIDBI if needed
7. Business Development Contact:
Act as a key point of contact for Business Development, maintaining effective communication with the Project Coordinator and SIDBI officials.
8. Exit Phase:
Ensuring hand over of all documents and any other assets/ information to Anchor Institution as instructed by SIDBI
Preparation of End of the Project Report, business plan/ road map for sustainability of project interventions in consultation with anchor institution and submission to cluster coordinator
Experience and Qualification
B. Tech / B.E. / MBA or equivalent Postgraduate in Management / CA / ICWA / Post Graduate Degree in Economics/commerce (including relevant branches /streams of Economics) / Statistics / Quantitative Techniques / Data Science / designing/ Development studies.
Minimum 7 years of relevant work experience which includes at least 3 years of work experience in clusters (at field level), enterprise development and other specific areas relevant in terms of SOW / TOR.
Or
Graduation in any discipline having minimum 10 years of experience of working extensively in the said type of cluster. Preference shall be given to resources having relevant cluster work experience in the respective cluster
